The Daily Mirror supports the Labour Party and is against the Conservative Party. Generally, the newspaper will act as a voice for normal people (hence the old slogan 'Fighting For You') and go against the rich and powerful (like the Conservative Party in their row with Gary Lineker).

I think they present them in this way because the Mirror uses highly emotional and sensationalist language to describe the Post Office, often framing it as a "shameful" institution that behaved in a "wholly unacceptable" manner.

To the conservative party/group they are represented negatively, often portrayed as corrupt and detached from the needs of public society. Mirror tends to frame the community towards their "scandals".
